Cops Smash Window After Driver Refuses to Exit Vehicle

An Iowa man is facing multiple charges after turning a May 2 traffic stop on Hog Mountain Road near Hamilton Mill Parkway into a standoff.

A Gwinnett County Police officer stopped a vehicle driven by Brad Christopher Fuller, 40, of Iowa, after noticing the vehicle cross the fog line several times on Hamilton Mill Parkway. When the officer informed Fuller of the reason for the stop, Fuller reportedly began arguing with the officer saying he had seen the officer “all over the roadway as well.”

Fuller then allegedly refused to provide his driver’s license, pulled out his cell phone and advised the officer he was taping the incident.

“I told him that was fine and that I had a dash camera video and was recording him as well,” the officer wrote in the arrest report.

The officer again asked for Fuller’s license and Fuller once again refused before rolling up his car window and saying he was going to call his lawyer.

The officer asked Fuller several more times to provide his license. Fuller declined to comply. The officer then informed Fuller that if he did not produce his license, he would be arrested.

“He continued to ignore me,” the officer wrote. “I then told him to step out of the vehicle. He refused to do that and continued to ignore me.”

The officer told Fuller he was under arrest and again ordered him out of the vehicle. Fuller responded by holding up his cell phone and continuing to record the incident.

After several more attempts to order Fuller out of the vehicle, Fuller reportedly said, “Do you always use violence to get your way?”

The officer tried to open the doors of Fuller’s vehicle, but Fuller had locked all of them. Several other officers subsequently responded to the scene. Fuller then held up his license to the window, but took it down when the officer attempted to write down the information on the license.

A shift sergeant at the scene obtained Fuller’s contact information from an intelligence bulletin regarding Fuller’s prior contacts with Gwinnett County Police and his unusual behavior during those encounters.  The sergeant also unsuccessfully tried to convince Fuller to exit his vehicle.

Due to the fact that Fuller’s vehicle was not properly registered, the officer called for a tow truck. Once the tow truck arrived, the officer instructed Fuller to exit the vehicle since it was about to be impounded. Fuller refused. The sergeant informed Fuller that if he did not exit the vehicle, officers would break out the window and remove him.

“You do what you got to do then,” Fuller reportedly replied.

Officers initially attempted to open the door with a lock out kit in order to avoid breaking the window of Fuller’s vehicle, but Fuller grabbed the rod and yanked it away from the automatic window button. At that point, one of the officers used a window punch tool to break the passenger side window of Fuller’s vehicle. Once officers had the door open, the sergeant again instructed Fuller to step out of the vehicle. Fuller complied and was taken into custody.

Fuller was transported to the Gwinnett County Jail and charged with obstruction, refusal to display license on demand, failure to register vehicle and failure to maintain lane. He was released from jail later that day on a $1,510 bond.
