You all know why this keeps happening, don't you? Our system is so overloaded that they just give these scumbags a slap on the wrist, small fine, community service and probation before turning them out to do it again. There is no consequence for their actions that makes them think twice about what they are doing. Not to mention the parents of teenagers who keep bailing them out and are either in denial or in a coma... "Oh, NO!!! It wasn't MY kid... he/she was just in the wrong place at the wrong time. MY kids would NEVER do that kind of thing." Wake up people!!! I bet if these scumbags are ever caught (which I doubt they will be) they are repeat offenders.
