Gwinnett BOC Approves 2013 Budget, Slashes Library Funding by $1 Million

The overall figure of $1.4 billion includes adjustments for such things as SDS-mandated service districts.

Gwinnett County's elected leaders unanimously approved Thursday a $1.4 billion budget for 2013. As with previous years, there were cuts, tough choices -- and no pay raises for county employees. But there also are signs that the economic woes that have plagued the county in recent years may be bottoming out. District 1 Commissioner Jace Brooks of Suwanee, who is beginning his first full term on the board, noted that the Gwinnett tax digest is projected to decline about 1.9 percent this year. That would be the smallest such decline in recent years, and the reduction in tax revenues has been a major problem for Gwinnett budgets recently. Brooks, who was on the Suwanee City Council from 2002-12, noted that that city did not experience the …

The tax base for revenue has also declined since many residents of Gwinnett county no longer find it the clean, safe community it was in years past. Counties like Barrow, Jackson and Walton are increasing. When working, home owners leave, and gangs move in, revenue goes down!   more ›

The rates have gone up for the past several years so that increase wasn't a surprise, but I was a little surprised at the sewer portion increase.   more ›

Proposed County Budget Maintains Core Services Despite Significant Cuts

The proposed budget is 8.5 percent lower than the 2012 budget.

Gwinnett Commission Chairman Charlotte Nash formally presented her proposed fiscal year 2013 budget to the Board of Commissioners on Tuesday, Nov. 27. The proposed budget totals $1.3 billion, which is 8.5 percent lower than this year’s $1.43 billion. Six county residents and business people helped craft the proposed budget by serving on the Chairman’s budget review committee. After hearing presentations from elected officials and department directors, the group studied departmental business plans and revenue projections to make recommendations for the budget. The proposed budget preserves core services, maintains necessary reserves and addresses the impact of some legislated changes. It also adjusts for the loss of revenues resulting from …

Gwinnett Residents Could See Hike in Cost of Trash Collection

County warns outcome of court case could result in increased costs for county residents.

By Sharon Swanepoel The Supreme Court recently heard oral arguments by attorneys for Robert Mesteller, a Snellville resident who is taking on Gwinnett County about its way of collecting payment on sanitation services. At issue is the fact sanitation fees are collected on tax bills, something Mesteller claims is illegal and unconstitutional. The outcome of Mesteller’s appeal won’t be known for several weeks. However, even if it fails, state Rep. Brett Harrell, whose district includes Snellville and parts of Loganville and Grayson, is also taking on the issue. He is re-introducing legislation in January to prevent municipalities using tax bills to collect anything other than taxes. Harrell said his reason for re-introducing House Bill 291 is…

Sheila, I totally understand the wish for and even need for convenience in our lives when we have a career, family, home and other responsibilities. I believe what everyone here is trying to say (and I KNOW they will correct me if I'm wrong) is that we want the freedom to CHOOSE what we want as individuals without having to be told what we're going to do and how much we're going to pay for it. …   more ›

Former Gwinnett Planning Commissioner Charged With Bribery

Feds say developer Mark Gary paid Lasseter $30,000 to influence her vote on a solid waste transfer station.

Former Gwinnett Planning Commissioner Mark Gary has been charged by federal authorities in Atlanta with bribery in connection with a payment made to then-Commissioner Shirley Lasseter, according to media reports. The Atlanta Journal Constitution reported Wednesday (Sept. 5) that Gary, who is part of Gary Holding Group in Johns Creek, paid $30,000 in casino chips to influence Lasseter's vote on a solid waste transfer station in Norcross. Lasseter voted for the transfer station on April 28, 2009. The following June, Gary gave the chips to her son, John Fanning, federal court documents say. Lasseter, whose Gwinnett District 1 included Suwanee, Duluth and Sugar Hill, appointed Gary to the planning commission in 2009, according to media reports…
